OISM is a conceptual three-tiered framework of supports and interventions for all students within which a response to intervention (RtI) process can be implemented.
RtI addresses student needs through use of data that focus on student performance and learning rate to provide high-quality instruction and intervention at each tier of support.
OISM and RtI share key components such as a three-tiered model of service delivery, use of a collaborative problem-solving process, and an integrated academic and behavior data collection system to inform instructional decisions at each tier.
